Incorrect: Each individual move of a Unit/Stack does not constitute and extra place in your Movement Priority Stack. Rather, it will only be counted as a completed move if a conflict occurs; Either you divide the stack, move it into another stack, move it into a city, into a transport... etc. Because of this, you can note that wallfucks will occasionally fail if you move them out of your city and never place them into a conflicting situation. I've seen this happen with walls as well, so I'm not entirely sure if Walling constitutes a conflict thus end the move, either.
