What could make maps and scenarios much more interesting is the ability to set a country's setting so that you can't amass more than x units in a stack outside of it.

For example: If I set the limit to 3 in mountain state like Nepal theb you can't cross it's terrain with a stack of more than 3 units. But in the city you'll have no limits.

You'll be able to put outside cities 10 stacks or 3 units, or stack them at the city, but you'll not be able to have one stack of 30 units just crossing.

Advantages:

1. It will make expensive starts like HW and MOS more played.
2. It will allow to play fantasy maps more realisticlly and add interest to the game and new maps.
3. It will be more fun to those who are not interested in accumulating power (more ways to play guriella).
5. It will add more layer to the tactics of the game. And will be able to serve those who do not have general.
6. It will be able to make some of the cities and country more attractive and usefuo even if they are not rich. So that even those who pick last might have chance to win (in ffa not scenario).

Overall If it's added to the map editor, with use of good map makers I think it will yield amazing results. Thank you for reading.
