The quotes above should be a introduction to the issue that atwar is facing right now, the current atwar market is lead by custom maps that give too much or easy SP and therefore force all other maps to generate the same amount of SP or perish. This cancerous atwar market has inflated the ranks to dangerous proportions, yet instead of fixing the issue at hand by getting rid of all this SP farming maps, the competitive community decided to boost clan war SP by 2, effectively inflating the ranks even more. So far i been told that the best way to fix this issue is by making all custom maps to have a 0% SP modifier by default, and only changing this once the individual map has been mod approved. Does anybody disagree with this? if so explain why.

Yes, I agree with some of your points. I have proposed officially approved maps -we will see what happens with that, a 0% SP multiplayer on unapproved maps can be taken into consideration too. Nevertheless, I think you would be surprised at the remaining popularity of these so called sp farms even with a 0% multiplyer. Afterall a lot these maps don't require any upgrades.

I agree that maps should'be regulated. A preventive 75% of the SP won't hurt (I believe that 0% is way too extreme).

All maps should start at 0 sp, and after being tested by moderation be given the go ahead of having 10%-100% sp multiplier added to them.

I agree with some sort of moderation for new published maps. I would even suggest blocking the possibility of dueling in those same maps until confirmed they have no invisible tricks.

I'm not sure reducing SP is going to fix the issue. It's going to help, but not completely fix it. The main problem is not that such maps give much SP, it's that such maps give much SP EASILY. Because honestly, a mentally retarded 5-year-old can play RP no problem, by allying half the globe, and also WW1, if his teammates explain him what he needs to do (which takes 2 minutes at worst). Meanwhile, other maps and scenarios and also default map require you to use your brain. Since the majority of the world finds it an ordeal to use their brain, they find it appealing to play and win in RP and WW1, which require little to no mental capabilities.
