Victory condition isn't working

Expected behavior
Victory condition says you shall capture your enemy's home country and hold it for 2 turns.

Actual behavior
The same victory condition doesn't apply for one or all players.

Bug was reported to me by BigShark. I heard another player complaining about the same issue, but I thought it was just the game settings and didn't checked properly.
