Sometimes it seems like I move guys and I can't undo it. sometimes the distance is so short, I can't mouse over it and get the X, and sometimes the X just doesn't show up. Is there a rule for what you can and can't cancel? and does canceling have to go in the reverse order you originally made the moves?

It mostly the fact that the X does not pop-up very easily (bug?) you have to try a few times before it will, but ive noticed at very short distances it just doesn't show up at all -but I usualy have no problem getting the X to pop up when it's a fair distance.

I've changed it so that the X will popup additionaly when you mouse over the stack itself. This will appear in the next release.
You usually can't cancel if the original unit was changed. For example, if you move out unit (A) from city (B), and then move another unit (C) into that city (B), you won't be able to cancel the move for A. So, basically, as long as the chain of previous actions stays intact, you should be able to cancel.

Also, since we have to wait for the next release for that to be easier, if you hover over any part of the movement line it will cause the x to pop up.

Hmm, I'm still having trouble with canceling a move if it's an attack against a very nearby stack. I think this is because the game makes it impossible to select a unit once you've committed it to a fight (clicking on the shield will just give you the att/def of the combatants), so I still have to hover over the exact centre of the path, which doesn't work. Would it be possible to tweak it so units in combat can be clicked on for the purposes of canceling the move?

I have troubles like all the time with cancelling the moves. The arrow is grey.
Shouldn't you be able to undo moves until next turn? :-S

You can cancel moves until the turn you did said moves, ends. When the arrows' color falls out, that usually means it is a previous move, or, that when you moved it in that direction, you have moved it at least once since that move. You cannot cancel previous directions for a move until every new was has been cancelled as well. So say, 1st move is north, 2nd is west, 3rd is north, 4th is south, and 5th is west. You want to cancel move 1, before you can cancel it, you must cancel moves 5,4,3 and 2.
